NBSC HOLDS STRATEGIC TARGET SETTING FOR 2026 SUCCESS
Northern Bukidnon State College (NBSC) recently conducted its Target Setting Activity on November 13-14, 2025, at the Learning Resource Center (LRC), aiming to establish strategic goals and performance targets for 2026. The activity brought together heads of offices and key staff to ensure alignment with the college’s institutional priorities.
Dr. Christie Jean Villanueva-Ganiera, CESE, SUC President I, kicked off the proceedings with an insightful opening remark, setting the tone for the discussions ahead. She outlined key changes and expectations, including the shift from the Individual Performance Commitment and Review (IPCR) to the Office Performance Commitment and Review (OPCR) system for heads of offices. This change means that office heads will no longer need to submit an IPCR; the OPCR will now encompass their performance metrics.
Mr. John Kevin A. Artuz, Director of the Planning and Development Office (PDO), led an important discussion on the foundations for setting the 2026 targets. He emphasized several critical aspects that should be considered when crafting goals for the upcoming year. Among these, mandatory core functions were highlighted, which must be incorporated by every office and division.
The crafting of success indicators (SIs) for office programs, activities, and projects (PAPs) was another crucial element of the discussion. Mr. Artuz explained that all PAPs need to align with the Quality, Efficiency, and Timeliness (QET) criteria from the Strategic Performance Management System (SPMS). For each office, success indicators must reflect the key result areas (KRAs) assigned to their responsibilities in the broader context of the Strategic Development Plan (SDP). He clarified that if an office has already submitted its Annual Operational Plan, the focus would now shift to reviewing the success indicators attached to those plans.
Updates on Standard Operating Procedures (SOPs) and the Action Plan for Quality Objectives were shared by Ms. Michelle Darlyne Ricarte of the Quality Assurance Office, reinforcing the college’s commitment to institutional standards and continuous improvement.
The afternoon session of the first day was reserved for a workshop where participants were given the opportunity to craft their 2026 annual targets for OPCR. This interactive workshop aimed to ensure that all departments were aligned in their goals and that they understood how to effectively measure their progress in the coming year. The order of presentation for the annual targets was organized so that the Academic Cluster presented their targets on the first day, following the workshop, while the Administrative Cluster would present on the second day.
The Target Setting Activity represents a critical step for NBSC as it prepares to navigate the coming year with a focus on strategic planning, institutional excellence, and shared goals.
